Report of Kashkadarian department of Human Rights Society of Uzbekistan

 

The exploitation of labour forces is something usual in Uzbekistan. Currently millions of citizens are not receiving their salaries from the  employers. At the same time, as the Kashkadarian department of Human Rights Society of Uzbekistan found out, there are evidences of attracting to forced labour of ill people, patients of Kashkadarian regional clinic.

On june 4, 2001 the head doctor of this clinic, Mr. Nahang Safarov, speaking on radio, emphasized that in the clinic a labour therapy is applied to the patients, using them as labour forces. The clinic possesses 190 places; at
the present time the patients are 158. On initiative of the head doctor on the base of management database of the clinic an agricultural firm «Shifokor» was grounded, which produces agricultural goods. The firm
maintains also large-horned cattle.

– As result of our successes, emphasized in his interview Mr. N. Safarov, we can provide our patients with new milk at low price. This activity he accepts as business undertaking and confirms that they have lately established one more production line by the clinic. It is a section on producing of building materials. Thus the clinic itself was free repaired. They also were exchanging building material for paints. Currently, by the words of the head doctor at the expense of the means, which have been earned, the salaries to the medical officials at the clinic have been paid.

Meat provisions have been distributed free to the officials. Kashkadarian department of Human Rights Society of Uzbekistan consider that this barbarity is a rude violation of the rights of the mentally ill citizens of Republic. They are appealing to the society to pay attention to the aforementioned problem. The mentally ill persons are not to be treated as slaves.
